Excellent point Bridget.  It’s why I wanted to have it as a discussion on list.  I also know that C/W MARS in Western Mass has open patron placed system holds (including new items) where for all intensive purposes a book (item) belongs to all libraries. 

I do believe?!, what a study possibility, that there is less burden from the patrons who come to the library (their items are out for less time) than when requested through ILL.  Discrimination?  Quite possibly, but in a community where I’m questioned on a regular basis why I’m allowing THEM in the library and into OUR programs already I can just image the reaction if it is found out we go to extra effort to ship brand new items off to other towns.
